AGOV is technically accessible to a very large majority of the population. AGOV is not a single device or a specific app, but rather the authentication step required to access digital government services.
Access is enabled by combining these three elements:
- Internet access: a working connection for both the government application and AGOV.
- User device: the device used to access the government service (notebook, desktop PC, tablet, smartphone).
- Login factor: confirmation of the login via a smartphone app* (iOS/Android/GrapheneOS**) or using a FIDO security key.

The digital infrastructure available in Swiss households forms the baseline for the potential technical coverage of AGOV in Switzerland:
- 98% of Swiss households have internet access.
- 96% of the population aged 15 to 88 use a smartphone.
- 68% use a laptop or notebook.
- 47% use a desktop computer.
- 43% use a tablet.
- 37% use other connected devices such as smart TVs, smartwatches, or gaming consoles.

The digital infrastructure currently available in Swiss households enables around 96 percent of the Swiss population to use AGOV. The service is designed to be hardware-agnostic and can be used regardless of the device category, operating system, or manufacturer ecosystem.
Using a smartphone as an AGOV login factor reflects the daily reality of the vast majority of citizens, which is why the smartphone has practically become the most important login factor. At the same time, AGOV accounts for the fact that not everyone can or wants to use a smartphone. With FIDO security keys, a robust, standardized alternative login factor is available that operates independently of smartphones.
Consequently, AGOV combines everyday practicality with freedom of choice: those who use a smartphone can access AGOV with low barriers to entry, while those who rely on or prefer a smartphone-free solution can use a FIDO security key. This choice enhances the accessibility of AGOV and reduces dependency on specific device classes, manufacturers, or platforms.
The remaining limitations relate less to the concept of AGOV itself and more to the general prerequisites for digital inclusion—specifically, access to a suitable end-user device, an internet connection, and the basic skills required for secure authentication. Overall, AGOV is highly compatible with the population's digital equipment and serves as a viable, practical solution for the overwhelming majority of users.
