AGOV, the Swiss authorities authentication service

When you use the AGOV authentication service of the Swiss authorities (hereafter: AGOV), it processes your personal data. The legal basis for this processing is as follows:

Ordinance on Federal Identity Management Systems and Directory Services
(IAMV, SR 172.010.59)
https://www.fedlex.admin.ch/eli/cc/2016/610/de (German)
Regulates the identity management systems (IAM systems), the directory services and the central ID database of the Federal Administration.

Ordinance on the Processing of Personal Data and Data of Legal Entities Arising from the Use of the Federal Electronic Infrastructure
(VBNIB, SR 172.010.442)
https://www.fedlex.admin.ch/eli/cc/2012/160/de (German)
Also regulates the handling of personal data with regard to standard services (including the eIAM service, to which AGOV also belongs).

Responsibility for AGOV's processing of personal data as set out in this privacy statement lies with the Federal Chancellery's Digital Transformation and ICT Steering Sector (DTI), Monbijoustrasse 91, 3003 Bern.

Your personal data is processed by AGOV for the purposes of the service, i.e.:

  • Generating or upgrading an electronic identity in AGOV, so that you can use it to access connected applications of the Confederation, cantons or communes.
  • Providing an authentication process using the AGOV identity, so that you can access a connected application of the Confederation, cantons or communes.
  • Providing an authentication process using identities generated by you with other identity providers recognised by AGOV, so that you can access connected applications of the Confederation, cantons or communes.
  • Keeping a record of authentications in line with the legal requirements.

Your personal data may be disclosed to the connected Swiss public service applications (Confederation, cantons, communes) for the purposes listed above.

Personal data is stored in line with the legislation outlined above, and is stored only to the extent and for as long as is indicated and necessary for the above-mentioned purposes or under the legal requirements.

The handling of personal data by the connected applications of the cantons and communes is regulated by cantonal and/or communal legislation.

Depending on the authentication quality of your identity, the following data may be involved in the data processing operations described above:

  • Your name
  • Your date and place of birth
  • Your gender
  • Your nationality
  • Your AHV number
  • Your postal address
  • The contact details provided, such as email and phone number

If you have your identity for AGOV verified by Swiss Post in a «letter with ID (BmID)» procedure or by Intrum's video identification service, they will process your personal data in advance and pass it on to AGOV for storage.

If you create a support ticket in the AGOV help portal, AGOV does not retrieve any data. You will be prompted to enter all the data yourself. This data can be accessed by the AGOV support offices of the Confederation, cantons and communes.

AGOV processes personal data which has been provided to it by the persons concerned, as well as personal data that has been passed on to AGOV by identity providers used by the persons concerned.

For data processing purposes and within the limits of the law, AGOV may use IT service providers from outside the Confederation.

The federal government uses the services of Friendly Captcha to protect the AGOV web application from automated actions.
